With a high degree of autonomy, serves as CAHFS Systemwide Safety Manager and Select Agent Program Responsible Official (RO), High Containment (BSL-3) Laboratory Manager and consultant for the development of new and upgraded facility projects.Responsible for setting policy and monitoring the safety of the four CAHFS' laboratories, taking appropriate action to ensure that safety standards are met. Work closely with Branch Chiefs, Section Leaders and Safety Committee representatives throughout the system to develop safety procedures. Provide routine consultation, training and technical support for the four CAHFS labs. Conduct on-site hazardous materials, emergency preparedness, and accident prevention safety audits and ensure remediation of findings.RECRUITMENT PERIOD ONE MONTH: Applicants will be screened after two weeks; and then on a weekly basis. Outbreaks, Fiscal Close, Audits Periods, etc.). Provide after-hours coverage as needed to respond to safety/BSL 3 security incidents and emergencies.Travel throughout four CAHFS laboratories and attend conferences/trainings, including overnight and out of state stays.Valid California Driver's License required.This position is subject to fingerprinting and incumbent must obtain approval to participate in the USDA/CDC Select Agent Registration Program.Work in area where there is constant noise from equipment operation.THIS IS NOT AN H1B/J1 OPPORTUNITY. Candidate must be legally permitted to work in the United States and not subject to revocation.This is not a research position. The position is located in a diagnostic laboratory where quality control and assurance as well as meticulous working habits are essential.Per the terms and agreements of the department's contracts and grants, the position requires signing of a Confidentiality Agreement or Non-Disclosure Agreement regarding testing and client information.All CAHFS employees must know and follow job safety procedures, attend required health and safety training, proactively promote safety at work, and promptly report actual and potential accidents and injuries.Must tolerate strong odors and the sight of exposed animal tissues and blood products, and handle/dispose of infectious materials.May, at times, work with or be in areas where biohazardous and chemical materials and infectious diseases are present. Specific hazards of the position are, but are not limited to salmonella, Listeria, E. coli, Campylobacter, hot acids, bases, ethers and other chemicals.QUALIFICATIONSRequired:Bachelor's degree in biology, microbiology, molecular biology, public health or a related field, and/or equivalent experience and training in bio-safety or a related safety field.Technical knowledge and understanding of federal, state, local and University of California health and safety and environmental regulations which pertain to occupational safety and to the infrastructure, building systems and operational practices of a diagnostic laboratory.Technical knowledge of biosafety and containment principles concepts and practices pertaining to BSL2 and BSL3 facilities (BMBL 5th Ed) and chemical and biological waste regulations.Skills to review, interpret, evaluate and implement necessary regulatory requirements, policies, procedures, technical documents and proposals, facility designs and fiscal requirements.Knowledge and experience to conduct, coordinate and report investigations and internal audits.Excellent written, verbal and interpersonal communication skills and political acumen to communicate effectively in a diverse environment; prepare and deliver trainings; and write reports, instruction manuals, laboratory policies, protocols and informational memos.Preferred:Professional certification as a Registered Biosafety Professional (RBP) or Certified Biological Safety Professional (CBSP) through the American Biological Safety Association (ABSA).Master's Degree in biology, microbiology, molecular biology, public health or a related field.Knowledge of and experience working with CDC and USDA select agents and toxins regulations and requirements, and skills in monitoring and ensuring compliance with those requirements.Experience working in a laboratory or hospital. Knowledge of American Association of Veterinary Laboratory Diagnosticians, ISO 17025 or similar regulations and standards for accreditation.SPECIAL REQUIREMENTSThe University of California has implemented a SARS-CoV-2 (COVID-19) Vaccination Program SARS-CoV-2 Vaccination Policy (ucop.Edu) covering all employees.
