Job Description:
The Senior Environmental Permitting Manager will: Direct
contractor(s) in implementation of program requirements, schedule
and budget. Direct technical staff (biologists, cultural resources,
etc) to conduct field activities to ensure compliance with existing
permit requirements and to assess resources which may need
additional evaluation. Review environmental documents for
compliance with existing and planned maintenance activities.
Identify gaps in CEQA/NEPA and permit coverage and recommend
rectifying actions as appropriate. Schedule/maintain regular
meetings with Authority, Environmental Services Branch, PDS staff,
and others, as needed, to ensure robust communication and support
for program objectives. This individual will have: Knowledge of:
Federal (National Environmental Policy Act, or NEPA) and state
(California Environmental Quality Act, or CEQA) environmental law
and processes as well as other relevant state and federal laws and
regulations. Ability to provide technical guidance regarding
compliance with applicable governing statutes and regulations and
be able to develop and oversee compliance with appropriate
mitigation measures, their implementation, and ongoing monitoring.
Extensive knowledge of Federal and State Agency regulatory
requirements, including: Clean Water Act: Section 401 (Water
Quality Certification), Section 402 (NPDES); Section 404
(Dredge/Fill). Experience dealing with the State Water resources
Control Board (SWRCB), Regional Water Control Boards (RWQCBs) and
the United States Army Corps of Engineers (USACE) California
Department of Fish and Wildlife (CDFW, Section 1602 and Section
2081 of the Fish and Game Code for the California Department of
Fish and Wildlife.), United States Fish & Wildlife Service (USFWS,
Section 7); US National Oceanic and Atmospheric Administration)
/National Marine Fisheries Service (NOAA/NMFS) regulations and
agency coordination. Cultural resources, including NHPA Section 106
compliance and associated regulations. PREFERRED QUALIFICATIONS A
minimum of a degree in Environmental Planning, Environmental
Sciences, Urban and Regional Planning, Geography or a closely
related field. Familiarity with the planning and implementation
process for major transportation or rail projects. Effectively use
Word, Excel spreadsheets, and PowerPoint presentations for analysis
of data and presentations. Minimum of 15 years of experience
delivering environmental clearances and obtaining Federal, state
and local permits. Excellent analytical, verbal, and written
communication skills.
